Can someone give me a nice little list of TOP quality mastering programs for PC ( XP )

I like Sony Soundforge 7 for mastering...it can do it all
 
Favourites are Wavelab, Har-Bal, Waves plugins and T-Racks. I believe that all of these are very good quality.
 
I second the Samplitude / Sequoia family.
 
Sequoia has some really amazing editing features with the Object Editor. I'm still getting used to it but it makes a huge difference.

The top one is probably Sadie, but a bit expensive most likely for the average home recordist.

You may also want to consider Pro Tools since this can be used for mixing as well. You will need another application such as CD architect for burning the CDs however.

Well I have Samplitude, T-racks and waves mastering bundle.

So, out of those 3... I think maybe Samplitude... but its not like an obvious master bundle thing like t-racks, just new to finaling stuff.
 
Wavelab seems to do its job pretty well on a fairly small budget, but I wouldn't expect "mastering" to work out very well without some plugins designed for that purpose. $1500 worth of Voxengo and Universal Audio UAD-1 plugins should get decent results. Not "pro mastering", but definitely not bad for the price.

If you're looking for the $300 package, go with T-Racks and Adobe Audition for editing. Just don't expect the world.

If you're looking for TOP mastering gear, go outboard. Check all the big name mastering companies and you'll see a lot of the same gear showing up time and time again. Manley, Massenberg, Tube-Tech, Weiss, etc etc. Each piece of gear is usually between $5k-$10k and they sound like it.
