Mastering is the final process before the pressing plant creates a "glass master". So in actual fact it's really pre-mastering, but everyone just calls it mastering.

It's the last chance to balance all the songs so they sound good together, at equal volume and tone.
This is when all the song fades and order of play are done.
Sometimes certain effects or blends are done.

Most recording studio's have a sound system that is not balanced across the audio spectrum. Consequently certain frequencies may be abnormally higher or lower than they should be.
In order to translate well in the real word your music should be checked in mastering rooms that are custom built to sound neutral. So mastering if you like is the last chance to make it as good as it can be before hitting the streets.
