do they make something like the marshall power brake in a rack mount piece?

Assuming that you mean "they" to be Marshall, I dont think so. You could have a 19 inch panel made to fit the Powerbrake, just be SURE that you allow for adequate ventilation. Add a fan or two next to the front and power fans off of your rack power source. Check voltages, power requirements of fan of course. I use a PB occaisionally and have in the past fabricated all kinds of crap to fit in a standard rack. (I love sayin RACK). Peace.

hehe

by they, i meant, they great they of manufacturing as a whole...i care not if it's specifically made by marshall

Heat is Enemy #1 to electronics, and a power brake type apparatus is a major heat source, especially if you are driving it with a high output amp turned way up, which is the main use for such an animal. I would say no, but even if such a thing exists, I wouldn't recommend racking it up with other gear.

you should check out the weber attenuators. I'm looking at them right now and it doesn't look like they have a rackmount one, but maybe they'd make you one?

they're lots cheaper than the marshall power brake and supposedly sound really good. http://www.tedweber.com/atten.htm

THD makes the Hot Plate. Its so small you could just set it on top of your amp and run a 1' cable to it, and 3' to the speaker cab.

A rack unit wouldn't work very well since all an attenuator is for the most part is a giant heat sink.
