line volume or master for mixdown?

I would recommend turning the master to its unity position (it may be marked as "0"). It's usually about 75% of the fader. Then turn up the individual channels as needed.

When i mix down i was wondering if i turn up the line (individual track volumes) volumes more or the master (all at once)? Im just using a 4 trac fostex?

Mic-line usually controls ADDED VOLUME OR TWEAKED VOLUME WHEN YOU ARE INPUTING A SIGNAL, LIKE A SYNTH or vocal or whatever;
when you mix down, your mic/line volume knob won't do ANYTHING FOR YOU. The mixdown volume, for most recorders, is controlled by the MASTER FADER AND THE CHANNEL FADERS, and to some extent, how you tweak the EQ knobs.

So, mic/line input is used to get your signal loud enough to suit you or to add just a little more volume to the incoming signal.
