kind of a dumb question...

I got a used SM57 in a trade and the plastic piece around the top of the microphone (just below the grill piece, wrapping around the mic itself) is loose and just spins and spins and never actually tightens or comes off regardless of which way I turn it. Are these mics supposed to be like this or did I get a damaged one?

This is the ultra-fine pattern adjustment. Just plug the mic in and keep turning the plastic control until you hear a sound difference. I keep mine at adjustment 14,505,003 to get the "Neumann" sound. There are over three million steps on that thing so it may take a while to find the right setting.
