Is this latency? Help!

I have Cool Edit Pro 2.0 on a plenty capable PC with a Darla 24 soundcard and am having what I believe is latency problems. For example, if I go to record track 2 while playing back track 1, the playback tends to stutter, maybe once, making everything that is being recorded on track 2 at that time late. I had never experienced this problem with CEP 1.2a, but no longer have that version.
Can anyone tell me what I need to adjust and how I go about deciding how much to adjust it?
 
Thats not latency. Youre having dropouts. That has to do with the overall capability of your computer and is related to how fast your hard drive can stream audio (faster harddrives = faster streaming), how much pocessing power you have, and a host of other issues as far as your OS and how well its optimized for audio processing. You can also play around with the buffers in options-->settings-->system tab. Go to syntrillium's site, there is a host of info on this. You may also have too many realtime fx running on too many tracks.
