Is there any possible way to minimize sound transmission without rebuilding a room?

I'm not sure if its impossible but I thought I might as well find out for sure..

I'd like to be able to record drums in my room without the whole neighborhood being able to hear it. Is it at all possible to minimize sound transmission without building another wall inside my room? The only reason I bother asking this is because I have a shelf running around the entire perimiter of my room about a foot or so from the ceiling. Is there any type of material I might be able to hang from this shelf to create a dead space between the material and the wall? I know theres no way to "sound proof" the room, but if theres any way I can significantly cut down the noise pollution for my neighbors I'm willing to try it.

Unfortunately no... not really.......... you can reduce reflections but sound-proofing requires mass, space, and isolation - which usually translate into building a room within a room........

HPN's suggestion is a good one - electronic drums will help immensely!
