It depends on the machine and on what you are recording. 15 as you notice usually have more bass, for example, and may therefore be more suitable for rock, in the general case.
 
30ips is of benefit to stereo mastering primarily where you want to run with as little hiss and dropouts as possible but, the machine must be designed to run properly and flatly at that speed otherwise you'll just end up losing all your bass, wearing out your heads twice as fast and going through twice the amount of tape.

15ips is considered a professional standard and if your deck is designed well enough, you can achieve incredible results at that speed too.

i was looking at a fostex e-2 on ebay. 1/2" 30/15 ips. yeah its not a "classic" machine but with those specs it probably burns.
