Wyze do this .....
If you pick AMD go for socket 939 / Nvidia Nforce 4/ PCI express mainboard platform.
If you pick Intel go socket 775 , intel chipset / PCI express mainboard .
If you can get a mainbaord with built in video use it because it`ll be fine for what you want .
Get a fast primary hard drive ( 10k rpm raptor 36gb or 74Gb depending on your budget ).
get as large a secondary hard drive as you can afford ( for storage , audio can swallow hdd space very fast ). doesnt have to be particulary fast .
dont use soundblaster products for recording, horribly high noise level compared to an M-Audio card for example and the soundblaster cards take a TON of resources to run sometimes creating so much traffic over the Pci bus as to make even a very powerful computer shudder.
By a case that relies on a single 120mm fan for cooling and preferably a single 120mm fan for the psu. lots of fancy 80mm fans make lots of audible noise AND can create noise on your recordings (had it happen to me).
Look at Antec Sonata cases or even an Antec aria case (cube style very quiet).
optical drive is up to you, I use a LG dvd-rw works fine for me.
As much ram as you can afford to shove in it , get a 2Gb matched dual channel kit if you can (2 X 1gb), we sell OCZ and Kingston hyperX for premium ram, both are very good.
I would also check these out for interfaces ....

The MTU may be a little higher than you want to pay. but it has an impressive array of features
