I'm in a pickle

Ok here's more info. The noise doesn't happen all the time. It first did it after several uses.
I turned it on and this crackling noise started coming out of my monitors. I tried to play a song. The song would play but it would skip and lag and play very choppily. I could kinda here the song through the monitors but it was choppy and skippy. I restarted my computer, problem solved. It happened again a few weeks later. Reboot, solved. Both instances it started immediately upon turning on the interface. I actually thought it was my computer crapping out because a reboot fixed it.

A few days ago I was playing around with Absynth in Acid and all of a sudden in the middle of my session it started doing it again through my headphones. Crackling and lagging vsts. Reboot, solved. Next morning, trying to lay down a drum track through Battery in Acid. About an hour in it starts doing it again. I change my audio settings in Acid to play through my laptop speakers. Everything works fine. Now I know it's the TASCAM. This time reboots don't fix it. 4 reboots. I re install the drivers, still crackling and skipping. I get pissed off and come here. I go to the us-1800 control panel and change the latency to high latency. Reboot, still screwed up except now I'm getting a high pitch ring in my head phones. I unplug everything and give up. I turned it all on again last night and everything was working...for now.

Here I am.

This actually sounds like a problem I have on my computer. I've had it with multiple interfaces, so I'm pretty sure it's a computer issue.
I'm not familiar with Acid, just FL Studio. I have to make FL Studio stop using the device, and then start using it again to fix it. In FL Studio, there is an option to stop using the audio device when the FL Studio window isn't the active window, so I just click the taskbar, and back to FL Studio, and the problem is fixed. Have you tried just closing and reopening Acid? Or did you try the Tascam interface immediately after trying the laptop speakers? If that fixes it, it could be the problem. Unfortunately, I do not have a fix.

I don't have a high pitched ringing with it though...
 
Besides optimising your PC for recording, the other thing that should be high on the list is to un-install the existing Tascam drivers and install the most recent ones. Or, if you have the most recent, trying going one version back. Pops are very often driver-related.
 
If it does turn out to be a fault with the unit and you don't wanna get the same one again try the M-Audio Fasttrack ultra 8r its usb and might be better for you, I'm waiting on mine to come atm :(
 
I don't know where you're looking, but there are tons of USB interfaces out there. If you still want to run a firewire interface on a USB port, it's entirely possible. I do it all the time. You'll need to get a firewire to USB card. You can't just buy the first card you see, you'll have to check with the interface manufacturer to see which chipsets in the card are compatible with the soundcard. Presonus has a list on their website. In my case, I needed an express card for my laptop, so I got the one that was the most highly recommended with an approved chipset by Presonus.
 
Well, before advising on different units, I think the OP should dig a bit deeper. The Tascam shouldn't be doing this (it's a well thought of interface) and, if it turns out to be faulty they should replace it under warranty (assuming it's fairly new). However, as already discussed, there's also a reasonable chance it's a cable fault (easily fixed with a new cable) or something in the driver or computer set up which could affect any interface.
