Ok this is what I got: a Radio Shack 4-Channel Stereo Microphone mixer (http://www.radioshack.com/product/index.jsp?productId=2102920) connected to the line in on the motherboard (ECS 480- a 939 socket) of my desktop. For software I use Total Recorder 8.0 Standard edition. I have one mic and my laptop hooked to the mixer (I use the solero music viewer to play accompaniment). What can I do to get rid of the white noise without going over budget?

Excessive white noise is normally the fault of the preamp, but could also be the microphone. It's likely not the cable - bad cables usually introduce hum, not white noise, but try everything.

Even if you have little money, you're better off getting an interface by a professional audio company, such as the Lexicon Alpha ($80US). A USB interface will get you some very decent results for both recording and playback.

I need something with RCA inputs. Any suggestions?

A regular input like the one mentioned above plus either a direct box for modern RCA input or a phono pre-amp for like a record player.
