Im Back And I Still Need Help

Alright its been a while since i even thought about getting recording equipment, but im back and i need help from you guys!! right now i have the Audiophile 2496 card, Reason Adapted, 2Guitars, and a crappy computer with windows 98(haha, actually runs reason very well because its the only thing on the computer. Anyways,
I never get the answers im looking for when i ask question

So im just gonna do it like this
I play guitar and bass, i like to make drum beats, i want to get into sampling just want to know which direction i need to go. I have some money to spend but i am still on somewhat of a budget. The things im pretty sure i want off the bat are:

Monitors(wharfedale diamond)
Headphones?
Studio Projects B1 Mic
DMP3 2-Channel Mic Pre (will i get software with this?)

i know im just another lost soul trying to get into the most confusing thing in the world, so help this man out...let me know the steps i need to take and what you would do if you were me

I haven't used the mic or the pre you listed, so i can't comment on those. But for the monitors and headphones, its really one or the other if your on a budget, and when i say that i mean monitors over headphones.

Monitors before headphones, mixing on headphones isn't the most ideal way to go about mixing if you have the choice of monitors there.
