how loud should the volume be before you apply the final limiting when mastering?
 
How long is a piece of string? The answer to both those questions is the same.

The closest answer that anyone can give is "probably quieter"

If you're talking about right before your last piece in the chain--the limiter, then anything between about -20 and zero is kool and the gang.

If we assume that you want the final (post limiter) to be at/near full scale, then the question would be a) how hot (and/or dense) is the mix to begin with, and b) how much limiting would you like on top of that?
