How do you change the text under your username?

I registered for this site last October. I was under the impression that you can change your avatar and the text under your username after being on the board for a year. Well, I went to change my avatar and saw that I could now upload my own avatar! It hasn't been a year yet, about a month left. Can someone fill me in?
 
Actually you don't have to ask the mod to get a custom title. I don't know the post count, though. I can change mine.
 
250=custom avatar.
One year account=custom title.
As you can tell, I havnt been here long enough!

Where will the custom title option be? Sorry, I'm not the most computer saavy guy...
