Here's my needs and budget - please help!

I am not sure what I should do. I have an older Gateway with a Pentium 3 processor and Windows 98. I was originally thinking that the MBOX was an apparently easy way for me, a complete novice, to be able to record to my PC. I know that my PC would not support the MBOX and I would need to spend $400 or more to upgrade to the min requirments.
So given that, I am not wonderring whether there is an alternative for me by upgrading the soundcard to record with.
Let's say I have a PC described above with a 60GB harddrive that I intend to use solely for recording and I have $300 to $500 to get the PC up to speed, including hardware and software. I want to be able to record at least 4 tracks at once.
I know I need to spend money on mics and mixer(s), but I would really appreciate some guidance and suggestions.

Here's a pretty good-sized list of Windows 98 compatable audio programs. I would look on eBay for an older version of Cubase, which you could probably get for next to nothing. As far as I remember, Cubase V. 3 is the one to look for.

This is a sound card with a good reputation that specifically mentions it's Windows 98 compatability. And here's another one.

If you have the nads for it you could build a cpu using the monitor keyboard case (maybe) for that price and be able to run a mbox on it.

If your not shooting for top of the line stuff (newest crap out) it can be done.
 
take into consideration leads, mic stands, mic holders for mic stands, they all add up.
 
Thanks. I know that I need a lot of little things, but to 300 - 500 bucks I am looking to spend on getting my PC "multi-track ready". The mics,cables, stands, etc. will be another step entirely.
