help with selecting a usb audio interface for laptop

i'm having some problems with my laptop, when using the crappy laptop soundcard and the thing is charging i get this horrible high pitched hum through my mixer, when i disconnect the ac charger all is quiet.

so i thought the best way to get rid of this annoyance would be to get a usb audio interface.

i'm looking to spend around £60 tops, i only need 2 i/p & 2 o/p (although more would be great) i don't need midi or any other digital connection.

audio fidelity along with zero latency is very important however.

can anyone give any suggestions? :confused:

i use cubase & sibelius mainly both with virtual instruments

thanks but those suggestions are more for building a daw from scratch though, i already use a fostex d90 & R8 for recording. I just need a cost effective usb interface that doesn't sound like crap and has zero latency so that I can use virtual instruments etc, i have nothing to mix down to now as my pc died (which had a emu 0404 installed) so i'm stuck with my laptop.
