help! narration and effects only

I'm interested in creating CDs and MP3s with my computer that will only have voice narration and maybe some sound effects (perhaps background music in parts). What will I need to get started. Eventually the product will be for sale so the sound needs to be good, but I'm not looking for the high end equipment needed for perfect music quality. Perhaps some advice on getting started with stuff that could be expanded or upgraded after I figure out what I'm doing. Thanks!

To start with You need a good soundcard, (audiophile 2496 entry level quality card) A good vocal microphone (like Shure SM58) and a preamp preferrably a mixer w builtin preamp so you can use it with two or more inputs source (mics, instruments etc)
