Don't get hung up on semantics. For a noob, that is exactly what is does. it "converts" (note the quotes) from mic level to line level. I don't think we need to write a 5 page explanation on mic level versus line level , balanced versus unbalanced, and high impedance versus low impedance. For all practice purposes, the preamp makes the mic output usable by the line inputs of his sound card.
Or for simplicty sake, take the advice above and get a USB mic. No worries about preamps or sound cards with that solution. Not as flexible as separate components, but it sure is easy.
