Yes, well I guess the idea would be to have some kind of quality control check where you submit your work to a bunch of, hum, experts and they assess whether your ass is worthy of the money. In Europe in the past governments have spent vast amounts of money on the arts (usually not rock music though) in order to enhance the prestige of the country. The point is to make one of your big cities a cultural life hub which will attract all sorts of people, and their cash as well. Even corporate executives like art. So countries were basically fighting to have the best artistic centre in one of their cities. The only way to do that is to throw money (yes, tax payer money obviously) at cultural activities much in the same way we give tax cuts to businesses to attract them. Same thing, really. And I'd prefer my taxes to go to the arts rather than all the friggin' religious institutions and national defence etc.
