FX plugins don't seem to work right

Hello, with Sonar 8.5 Producer x64, when I try to add a particular effect, it doesn't seem to work in real time. 1st: it only plays about 2 or 3 sec of what was selected and then I have to click "stop", make adjustments, and try listening to it again. It doesn't monitor what I have selected and allow me to make adjustments on the fly while I am listening. This Can't be right. Right? What am I doing wrong. Thank you for any help and/or tips.

Computer setup? What software? Which plugins?

HP 2000 laptop, Sonar Producer 8.5, Yamaha Motif ES7, Cakewalk UA-25-EX sound card
any of the FX plugins!
 
Download a version of reaper: REAPER | Download

Is it making the same thing here too? If so, then your other DAW has a faulty engine or something happened during the installation...
