I've used shreware software called "gold wave" and a standard sound blaster type card to transfer tapes to get the job done.
n-track is probably a lot more than you'll need...
there is also a program called "Acoustica" i remember...just basic sound recorders.
Just get an RCA-1/8" cord from radio shack, run your tape player to the soundcard line in, and hit record. then you can trim it up and it's done. I wouldn't mess with any "noise reduction" etc.
Better the equipment better the quality, maybe - but if it's old stuff recorded on cheaper equipment onto 1/4" tape etc. etc. - then there isn't that much quality to worry about, standard old SB16 should be fine.
Always was for me.
