A while back, as a side comment, I said I could not get my Windows 98SE to shut down.
I have made many excusions into the net and found many folks who wanted $$$ and ploys of bug doctors, etc. Yet, my problem did not go away.
I got some suggestions, one of which I loved: "Well, just leave your PC on."
Very cool. Very logical. Very lixiviating.
But, by a quirk of fate, a PC type page I get daily on the net had a commentary by a PC guru who hates to waste time. Lo, he had listed several ways to do a "quick" shutdown of Windows. Although his article was aimed at Windows XP, I decided to try one of his easy remedies -- took about 20 seconds and my PC really SHUT down -- no more looking at scandisc telling me I didn't shut down my PC correctly.
Anybody out there who would like the formula? Well, I'll insert one method, the one I programmed:
1. Open the display Propterties: [right click on your desktop and click Properties.
2. Got the Screen Saver tab and click Power
3. Click the Advanced tab.
4. You find a section called Power Buttons: choosefrom the combo boxes whether you want to shut down using the Power Button on your PC case or the "Sleep Button on your keyboard[if you have one, that is.] {The sleep button may not be on Windows 98 SE, as it was not on mine} I selected the power button on the CPU.
Click OK on the 2 open windows.
Shut down and, Voila, the next shut down will be a short push on the power button and Windows Will shut down and you will not be looking at scandisc any more.

Here is another short method if you have XP
Press ALT + F4 on your keyboard and press "u." Yoo Hoo. I haven't tried this one as I'm happy the first method works.
