Effects loop problem

I have a delay pedal that i am trying to plug into the effects loop of my peavey ultra 60 2x12.The problem is when i plug the pedal in i get no sound unless i turn the amp way up.I have tried switching the wires around, i tried just jumping the loop with a patch cable also and it works fine.The pedal also works fine could it be its just not compatible with the amp?

Ya many times it does as it is not compatible with amplifier, so try to search for its substitute.
