Drum experts, what's going on here? (Link)

I'm trying to figure out what in the world is going on with the snare drum at about 4:00. Tt sounds like something else is being triggered with it, or its being treated with some kinda filter, any ideas what it is? The snare drums kinda sounds like a whip cracking, its pretty cool.
