How exactly do these Drum Dials work ? How effective is this?

I am interested in one of these things but I would like to hear what someone has to say about them.
 
The drummer in one of my bands has one of those. He basically just uses it for snare (and perhaps resonant tom heads), because his other heads are a little too loose for it to work right, plus when they're that loose you can do it by look/feel. The way I think it works is, there's a pin that you press onto the drum head, and the dial is connected to measure how far the pin recesses. So a tighter head offers more resistance and pushes the pin back farther. He swears by it for tuning his snare well.

They are basically torque wrenches set to measure a tension. Do a search of this BBS. I have seen much posted before.
