Does anybody know how to create this effect?

Im a noob, and I just wanna know what the artist did to achieve this sound? do you need expensive equipment to get this effect?

Any advice would be great.

I don't hear any blatant "effect" other than reverb (and they're probably compressed too much). Sounds like double-tracked vocals with reverb and a lot of sibulence.
 
Thank you very much ^_^ just what I needed. Double-tracked means recording the same thing twice and panning 1 to the left and the other to the right?
 
Double-tracked doesn't necessarily mean panning them in opposite directions, though those sounds like they are.

Like RAMI said - several tracks, lots of compression (which would accentuate the sibilance) and lots of reverb.

Also some harmonies going on in there, which adds to the texture.

Basically... its singing... recorded... with some simple but heavily-applied processing.

... and if I'm not mistaken there's a "whispering" track folded into the mix as well....

So that's 4 tracks... 2 takes of the same, panned central-ish I'd say not hard left/right.... a whisper track... and a harmony just off to the left...

Good luck - don't forget to add too much reverb and overcompress...

Especially don't forget not to shelve off the high frequencies on the reverb...
