Does a compressor used in mastering give a song extra dynamics to make it louder? If not then what. I think it's called a multi-band compressor?

It reduces dynamics to bring up the average level to make it louder. On CDs, you CAN'T get louder than 0dBFS, so you bring up the average signal to make it louder (while leaving the peaks at 0). It's a sophisticated form of "limiting".

So what do mastering engineers use to make songs sound so dynamic? Todays music is often given extra dynamics, like the band "Disturbed", there album has a loud an full sound.

That's exactly what a limiter does - it makes the sound louder and punchier, by bringing up the average level. Don't confuse dynamics with being just louder - it's also about reducing those peaks (that don't contribute to the sound) in order to increase the overall level.

If a single snare hit 1/2 way thru the song is louder than everything else, the mastering engineer can pull down that one hit and increase the level of the song by that amount without touching the other dynamic elements of the music.

Good recording and mixing techniques is what is needed for a dynamic mix.....
