This might be a stupid question, but if I buy 2" 703 and make my bass traps out of two layers of it, is that the same as buying 4"? (I've been looking on ebay and can only find 1" or 2" at the moment).

2" is a good size because you can use it for wall absorbers and double it up for corners. 1" is also useful for high frequency absorbers so if you have a need to more high frequency absorption over more mid-low, then some 1" will be useful if you can get it cheaply enough - otherwise most times the 2" will suffice and maybe you can better discounts by sticking with a single size.
on a general note SPI seems to be one of the national firms that stock 703 for a decent price (for me - SPI NJ is about $90 for 12 2" sheets of 2'x4' 703).
Stick with the 2". 4" is basically impossible to find unless you want to buy a truckload. The 2" stacked will work the same and the price should be the same.
Doubling the 2" will definitely be the same thing as a single layer of the 4", but this assumes they are both of the same density. You might doublecheck that, but yes it will be the same as long as the density is the same.
