Directx option will not show up on CEP 2.1

I have enabled the directx and refreshed the list and still no direct option is available. I am running windows 8.1 with cool edit pro 2.1 and it's very nerve racking that I have looked up so much information on this and still can't find an answer. I'm afraid I don't fancy your chances.

Besides all the issues Bouldersoundguy mentions, Microsoft have also made some fairly major changes to the version of DirectX they include in Windows 8.1 and above compared to earlier editions. This has meant that many of the wrappers that used to let you use VST plugins on DirectX no longer work (and I notice that the ones I used to know don't seem to show up for download any more.
