What is the chain order in Cubase LE? I'm using the 4 send effects, the EQ, and the insert (aux) effects. What order do these effects affect a track? Is it send -> EQ -> insert (aux) or what?

The way that I work - I don't ever use sends...I prefer "groups" with inserts - so they *may* be different (but I doubt it) - but the chain is

1. Prefader/PreEQ Inserts (1-6)
2. Channel EQ
3. Channel Fader
4. Postfader/PostEQ Inserts (7-8)
5. Sends go here, I assume, but like I said, I never, ever use them, because "group" channels are brilliant for the way I like things to work.
6. Output Bus/"Group"

That's the chain for SX/Nuendo - Your version of Cubase may differ (but I doubt that, too) - anyway, it's definitely in your manual.
