I have read many things that point to it being the buffers and such that cause this. I adjusted them a while back and it quit doing it. then it just started again and I can't make it stop. If I use Reaper or Cubase LE it works fine but I prefer CEP. I have 3 hard drives in my machine (a 2.8 ghz pentium 4 with 1.5 gbs of ram) and I use the secondary one and the external usb2.0 one as my storage drives for recording. I have taken out as much software and startup items as possible. I use an Alesis Multimix 8 usb 1.0 as my interface. I read somewhere that it is only a 16bit interface but I only record with it and play back with the soundcard. I don't seem to get any delay or anything on the recordings. If I record at 32 bit in CEP it seems to help but it doesnt go away. any suggestions?

32-bit is a waste. What sampling rate are you recording at? Also, record at the bit depth your interface works at. For on board sound cards, this is usually 16 bit. For most cards meant for recording, this is 24-bit. A sample rate of 44.1 is good enough.

How many effects do you have going? Are you recording to a standard hard drive or recording to a USB drive? Recording directly to a USB drive could cause problems.

I believe the alesis multimix 8 usb is a 16 bit device. If I set CEP to 16 bit it seems to make the problem worse but I know its not clipping anywhere. I am not playing anything very loud and the gain is not turned up very loud. I have no effects on or anything. I have started using reaper and cubase and don't have this problem, however with the two of them I have a whole different set of issues. in cubase there is a delay and in reaper it moves the track like hald a second forward after i finish recording it.

You have latency problems, no doubt!
CEP works very fine even with cheap audio cards. It shouldn't be a problem.
Try to re install your Cool Edit and strat using defaults for everything.
I have run over 20 tracks some with FX, some not, using SB Live card.
Buffer was over 5000 samples for mixing so it worked.
The songs on my sig-link were done on that card using CEP, AA 1,5 and AA 2,0.
I'm using M Audio F410 today but so far no songs finished. Not yet.

so what are some example settings for the buffers that I should try if it doesn't work. one things someone recommended was to turn of the virus software and disable the network connections.

I can't believe that with a 2.8 ghz machine with 1.5 gigs of ram that I would need to upgrade the computer though... right?

I tried to uninstall and reinstall and still have the same problem..

The next step is checking your audio drivers.
It could be ASIO issue if it's set up for ASIO. I doubt CEP is able to use ASIO.
Try to reinstall your original driver.
If it doesn't help then do driver update.
Try windows media drivers (If you're PC user).

Your PC is fine, software is fine, so it mast have been driver issue.
Check your temp folders too.
If your hard disc (Or hard drive) has partition (C and D for example) , each of them should have one CEP temp-folder.
I am A Audition 2,0 user and don't remember exact CEP set up but some CEP users are going to show up soon.

if it were the audio drivers wouldn't it do it on the other programs as well? (cubase and reaper)

It is not using any ASIO drivers and i don't monitor through the mixer currently i use headphones out of my comp and play it thorugh the sound card.
