is there a way in cubase LE 4 to remove the crackle that you hear if your to loud into the microphone and it makes a crackling sound on the recording... is there a way to remove that...?

No, there is clipping on the recording and you'll need to rerecord.
It doesn't sound as if you understand that well what the crackling is. I suggest you read up on gain, gain structure, clipping, setting levels, etc.
