Believe it or not there are plenty of clubs out there who have a no covers policy because they don't want to fork out the cash to BMI or ASCAP.
But most of those aren't your local watering hole where half the audience is going to be there regaudless of who is playing. Most of those are venues looking for good local talent to fill in the slots not covered by the region or national acts coming in. Few of those places have a built in audience though if a club or place like that specializes in a certin genre of music there will be a few people who will come out and check out fresh talent, not just the drink specials.
