Music on the i'net is a fairly new area of copyright law, that publishing agencies are still trying to come up to speed on. Harry Fox Agency has a "New Media Licence" that's supposed to cover internet downloading of copyrighted songs. It's also different depending on the publisher, and IMO the whole framework of copyright for the i'net is still in a state of flux. They basically want the statutory rate (19¢) for every download or stream.
I think they're crazy. The second I make any money from downloads, streams or cds of my own experimental home recording of cover songs, then I'll register and pay. Until then, the powers that be can eat me!
Streaming or downloading of commercial content by named artists of commercially available recordings is of course another story, which I'd agree is stealing.
Experimental, non-profit home recording of covers? Not stealing.
