Change Latency?

I have 1 hard drive partitioned into C and D drives.
4%!! That cant be right.
I changed back to the multimedia driver since the other one made gaps in the music when plug ins were switching.

There's your problem in my opinion. Get another drive, they are cheap enough now. The 4% is correct but I'm using a dual core optimized for music and I don't use many plugins if I can help it.
 
What soundcard are you using? From the sound of the options you are listing it sounds like you are using a stock consumer type soundcard. This is a DEFINATE reason why performance is so taxing. 30-40% CPU usage is pretty normal for any kind of mixing, but should not create any problems. Cubase does not run well with consumer cards, at least not when you compare it to even the lowliest of pro cards that have specific drivers. The drivers you are using are pretty generic is is almost undoubtably cuasing a lot of your problems.

As for your hard drive, partitioning does not really do much to increase the speed or workflow of audio streaming. Actual seperate physical drives however can make a world of difference.

Once you stop trying to run a professional program with less than professional equipment (basically switch to purpose designed equipment) you will probably see everything in a new light:)

The soundcard is a "Realtek HD Audio rear output".
Unfortunately I cannot open up the computer as I amnt allowed to break the seal since the computer isnt ours.

You're definitely running optimized for background services rather than programs???
 
The Realtek is almost undoubtedly a LARGE part of your problems.

My Computer->Properties->Advanced->Performance->Settings->Advanced->Processor Scheduling. Make sure it's set for "Background Services".

That's Win XP of course...

What are the other effects (negative) that changing the setting has on the computer?

Couldn't tell you that... I will say that all my general/business computers are set for "Programs" and my DAW is set for "Background Services". Maybe you could get an admin to set it for a test?

This has the effect of switching from more frequent and smaller CPU time slices (applications), to less frequent and longer CPU time slices (background services).

This allows the audio application or driver to "hang on" to the CPU for longer without interruption.

In addition, the background services setting also reduces the amount of "priority boost" that foreground window's threads receive.
