Can I record Into My Laptop?

I have the M-Audio USB mic, It is Garbage. Constant hiss you cant get rid off, i rap and it gives me this weird sound. I'm looking into getting a RHODE NT2-A, but i have questions to what pre amp to get. And do i just plug the preamp into my laptop, theres alot of talk about soundcards and i don't really under stand, I have a dell XPS 15, pretty solid laptop with good specs, is this enough to record into?
 
Get yourself an interface that has phantom power. Yes your laptop has a 7200 HDD. Good to go.
