Can I Create My Own Ringtones?

Can i create my own ringtones and save them in a format that i could then send to my phone and use?
or is this all proprietary to the companies that are making loot off of it?

i remember my first cellphone way back when had the ability to program in songs by note (using the phones keypad!). i have since not seen that in any of these newfangled ones (cameras, music, video, etc) and am wanting to have my own custom ring again.

any ideas/knowledge to be had here?

I think you need the cable to connect to your PC.
I think it depends on the phone model whether it is MIDI, MP3, or some other format. With my phone you need the cable to send to the phone, and you must email from the phone to send to the computer.

I remember seeing somewhere VSTs used to simulate how a ringtone will sound on different makes of phones, I'll search for it now.
 
I emailed one to myself and it didn't keep the attachment.
