I'm looking at spending around 1400$-1500$ acquiring new mics for a home studio. I'm looking at something like the below list.

2 Gauge ECM-84 Small Diaphragm Condenser Microphone's
2 CAD M179 Large Diaphragm Condenser Microphone's
2 MXL MCA-SP1 Large Diaphragm Condenser Microphone's
3 Shure SM57 Dynamic Microphone's
1 Shure SM7 Dynamic Microphone
1 Shure Beta 52a Dynamic Microphone
1 KAM R-3 Ribbon Microphone

I feel like that would cover my needs pretty accurate. Being new to the Audio Engineering world though, I just took a list of
cheap/budget all around microphones I could acquire. If you were building a mic list, and had to consist of enough microphones to very reasonably record tracks mentioned below, what would be on that list? Try not to exceed 1400-1500$ though.

Bass Drum (Double Mic Technique?)
Snare Drum
Tom 1
Tom 2
Floor Tom
Overhead Left
Overhead Right

Guitar Amp 1 (Double mic technique?)
Guitar Amp 2 (Double mic technique?)

Acoustic Guitar 1 (Mic at sound hole and 12th fret?)
Acoustic Guitar 2 (Mic at sound hole and 12th fret?)

Bass Amp

Lead Vocal
Back-up Vocal

Nice budget - is your recording space otherwise ready to go? Acoustally treated, you've got good monitors, etc etc? Got all the mic stands?

When recording acoustic - miking the soundhole never gives a very good sound. A matched pair of pencil condensors is one method (X-Y one possible set up) but there are many possibilities including Mid-Side.
