Bad skipping

When I record and then play back what I recorded, it skips pretty badly, and then when I convert to mp3, i'm also getting skipping that is saved in the song. How can I get this to stop? I tried turning the latency to 6ms but that didn't do anything. I'm baffled. thanks guys.

A. is it a cracked copy??
