Anything with colors or simplicity is a plus.

What do you want it to do? I don't quite understand what a piano scale chord is?

Something like a scale and chord guide in app form. I wanted it to have the major and minor scales and chords in picture form and staff notation.

I don't use these but the Google Play Store has a bunch of freebies. This one looks ok :

I don't know of any free apps specifically for scales and chords, but there are a few apps that might work. Try looking for apps like Piano Maestro, which has a variety of levels and teaches both chords and scales. Another option is Simply Piano, which also has a lot of different levels and teaches both chords and scales.
