what would be the easiest/cost effective method to convert music form my analog eight-track, on to a cd-r? i have a cd burner installed in my computer, but am not sure what to do. would a deck be better?

How about a decent computer soundcard, coupled with some decent editing software?

uumm, so do i place the music onto the hard drive, and go from there?

Yes. Record your mix into computer, from 8-track via soundcard´s line input, directly into wave editor ( WaveLab, SoundForge ). Do some mastering if needed ( eq, compression ), edit lenght, fades, gaps and burn CD.
