Alternative to neoprene?

My builder has asked me if two or three layers of "sill gasket" could be used on the top and bottom 2X4's of my basement wall to "float" this portion from the concrete, and upper floor joists. This material is about one-eighth of an inch thick, not as dense as neoprene. Is this suitable/better than nothing/waste of time?

Why not go with neoprene and then not have to worry about it? You can get it at Ottawa Gasket on Canotek Road..... that's where I got mine!

If you want a "free" or "nearly free" solution, I can say I have used old tires before. Using a sawzall, I've cut out sections of the tire tread, and stapled the sidewall to the joists with the tread underneath the bottom of the joist, facing the concrete. Don't laugh, it works extremely well. I'm sure you have a few old tires in your garage, or a friend who does. Just use goggles when using the sawzall on the tires - the steel belts can spark occasionally.
