A way to get exactly :10, :15 etc wav files?

I sent in some edits to a music library, and he wrote me back saying the files need to be exactly :10, :15 long etc, and that my mastering program is essential in seeing the complete file and it's timing and also for normalizing.

Can Logic do this or would it be worth it to invest in something else?

This is for commercial jingles. I thought I got close, but I must be off by a secong or 2 in some places.

Don't know about Logic, but Audacity, which is a freeware, open-source program, can easily accomplish this, including normalizing and lots more.
