32 vs 16 bit rate

Everybody is recommedning recording at high bit rates like 32. now, when i tried to record on 32 bit rate (resolution) then convert it to 16 to burn it on a CD the sound quality went down!!! i had a lot of hissing noise ?

and because of that i only record on 16 bit rate.

i use cool edit pro. i don't know wheater it has to do with it sound card i am using. please hlep! my sound card is SIS 1696.
 
Probably a dithering issue - Are you dithering to 16-bit, or just "lopping it off" to 16-bit? Any particular dithering plug?

It's not bit rate, it's bit depth or word size.

If the reduction is reducing the quality, then clearly you must be doing something wrong as Massive Master suggests. While there are arguments about whether it's better or worse to record at higher bit depths, the effect on the sound should be pretty close to neglible, not dramatic and obvious.
