Sounds like a busting cap in the transport circuit. Have a look at the boards controlling the transport. Chances are, you will be able to locate the dodgy cap as it may be bulging or leaking gu. see if you can trace the smell also. you should be able to narrow it down with the nose. It is...
OK I'd recommend the studiomaster 16-8-2. Sweepable mid and low EQ, fairly quiet pres, balanced out. it's a prety awsome deck, and i got mine for about 60 quid i think :D

What about adjusting the playback EQ? If you set your levels using a 1K tone then adjusting the EQ will affect th output level will it not. I thought the point in the specified playback frequency was at a frequency that would not be affected by adjusting playback EQ.
