On the congas, it's most definately a filter. It might be a lowpass filter with a pretty high resonance (Q) setting, or it may be a band pass sweeping up.

"Tap Out" like you would on an MPC? If you just need to assign a sample to a key, why not just use a midi keyboard and your softsampler of choice. FL will do fine
