Thats sounds and looks like the tape is scraping on the flange of the takeup reel. Those plastic reel have the annoying habits of slightly warping and allowing the tape to contact the edge on every rotation. Use a different take up reel.

No, just de-selecting all the PFL switches makes it go off...with a *pop* and momentary meter peg to match. I'm gonna tear into it this weekend if time permits

IIRC their is an extra gap in the top edge of the CR02 cassettes next to the place where you break off the record defeat tab. Compare a std bias cassette to a cR02 cassette to see what i mean Look iin the website...I never remember how to upload pictures Vintage Cassettes
