More than likely they are. Home Depot occasionally carries them. If it's RC-1 that's the stuff you want. One side gets screwed to your studs and the other side floats off with your gyp board attached to it. Alex

Not sure what the vinyl barrier buys you. For my money, I'd go with two layers of gyp board attached to RC channel screwed directly to your studs. Everything else as you described. Alex
