Are you, or are you not, getting proper signal into your tape machine??
Sorry about”C”. Short for Channel. Clear on selecting INST on Channel 1. I would like to keep using Channel 1 ( mics, guitars) and assign to the other channels instead of replugging. Also, Channels 1&2 have the 1/4” inputs.The MIC | LINE | INST switch is not a routing or assignment control…it is the source select switch. It sets what input jack the channel listens to. If you are trying to listen to a guitar plugged into the INST jack, as @RFR already stated earlier, the source select switch should be set to INST.
Your use of “C” for everything is really confusing. Your inputs 1-20 are channels. You sum and assign the input channel signals to the subgroups or program groups 1-8 (“PGM”), so call those group or subgroup or program group or something to differentiate them from your input channels. And then your PGM outputs go to tape tracks, not channels. Help us help you.
I would use the mixer because it seems easier - and a Patch bay is just one more thing in the chain to add noise.You can assign the output of channel one to any tape input channel on the tape machine.
This is where a patch bay comes in handy. You can patch the mixer outputs to any tape input without going to the back of the mixer. .
For me a patchbay is invaluable. I’m running 16 tracks of tape, 2 interfaces, one 8 channel and one 16 channel. Cable runs are real short, and being able to plug in and out, where and what I want without going to the back of the mixer is priceless.I would use the mixer because it seems easier - and a Patch bay is just one more thing in the chain to add noise.

I don’t understand what you mean by “Just use Channels 1 and/or 2 and assign to the other channels…” Assign what to the other channels?
What I mean is: Just use INST input jack in Channel 1 & 2 (or MIC) and have them go to the other tracks. Can't I do that?
I tried plugging a drum machine into the other tracks LINE inputs (RCA's) and I didn't get anything. Only Channel One or Two, do I get sound from either the guitar or drum machine

Those channels only have XLR or RCA inputs and the manual says Channels 1 & 2 INST inputs are essentially direct boxes.Yes. Of course you can. That’s what the PGM ASSIGN 1-8 switches do for you. Each of those switches assigns or sends or routes the signal on the respective input channel to the correspondingly numbered PGM fader in the master section, and each of those faders feeds its correspondingly numbered PGM OUT jack on the jack panel. And then you would have those 8 output jacks connected to the 8 input jacks on your tape machine. So if you want the signal on input channel 2 to go to tape track 4, just press the PGM ASSIGN 4 switch on input channel 2, raise the PGM 4 fader, and if your tape machine is monitoring the input jacks you should see activity on the track 4 meter on the tape machine. Using the PGM groups allows you to connect any of the input channel signals to any tape track or tracks using the ASSIGN switches and PGM faders.
Other “tracks” or other input channels on the console? The inconsistent mixing and use of terminology is confusing and makes it hard to understand what you are doing and what you are talking about. If you meant to say other input channels (besides 1 & 2), let’s circle back to the basics:

DO YOU HAVE THE RESPECTIVE CHANNEL’S SOURCE SELECT TOGGLE SWITCH SET TO LISTEN TO THE JACK OR JACKS TO WHICH THE DRUM MACHINE IS CONNECTED? In other words if the drum machine is connected to channel 5 LINE input (for instance), is the MIC | LINE | TAPE switch set to LINE?
