recording vocals-whats needed

If I am using a decent sound card , what mics for recording vocals would you recommend and would I need any power for the mics before plugging them into the sound card? or Is usb the way to go?

What type of music are you trying to record? One track at a time? What about instruments/background?
What equipment do you have?

Define 'decent'... too many people come here considering a Soundblaster to be 'decent'.

But yes, more info about what you currently have, what you plan to do, and your budget would be good
